    I set all the controls I could find for Windows Defender to Off. Windows still refuses to run the file.
    Can you direct me? What do I need to do in order to shut Windows Defender Off?

    I said a couple days ago to first reinstall Office and then try to uninstall Office again. What do you have to lose?

    Note I had already tried Office Scrubber but it failed to remove Office.

    ==================================================

    I downloaded Microsoft Toolkit. When I tried to run Microsoft Toolkit.exe MalwareBytes sent it to quarantine. After I restored it I went into MalwareBytes and set it to ignore this file. Once I did this I could run it.

    You should be able to do this with Defender. With it you add this file to exclusions.

    Add an exclusion to Windows Security

    Ok... let's try this. Revo Uninstaller seems to be able to uninstall things even MS doesn't want uninstalled.

    Download Revo Uninstaller Free - Remove unwanted programs easily

    Find Office 2010 under Uninstaller or under Windows Apps, highlight it, then click Uninstall at the top center.
    After it's done it will offer to scan the registry for leftovers. Let it do that, and delete whatever it finds.
    It may show you some other leftovers after that...delete all those as well.

    Let us know how that works.

    I downloaded, and installed Revco Removal Tool, then I ran it twice. It did not remove Office 2010 from my PC running Win 10.

    Well, are you running any 3rd party antivirus or encryption programs?
