Is it possible to add an RSS feed to Outlook.Live.Com?

As you can see in this Answers.MS.com thread, you cannot add an RSS feed to the web client for Outlook. This only works with the regular app: https://answers.microsoft.com/en-us/...c-333b6a136119.

OK. I'm not sure what is meant by an Outlook Desktop App. I, of course, have the Outlook that is part of Office365. Are they the same thing? If not, where can I get the app?
