    In addition, my original question had nothing to do with the Windows license. I assume Dell will give me a perfectly valid OEM license for Window, and that license will work both before and after a clean reinstall.

    I'm equally sure the Dell with give me a valid OEM license for Office 2019, but I'm less sure what will happen after a clean reinstall of Windows since that reinstall will not reinstall Office. I assume (or at least hope) that the OfficeSetup.exe that I got to install Retail version of Office 2019 on another computer will work to reinstall the OEM version on the laptop. Or better yet, maybe Dell will give me the appropriate installation file. Hopefully they will also give me the activation code so all of my worry is for naught.

    Usually there is a card included that has the product key for Office printed on it.

    For your information:

    My Dell PC came with Office 2019.

    Once you setup your Dell laptop and use your Microsoft account to login, you will find it listed in your Microsoft Account.

    Log into your Microsoft Account and look for it under under Services and Subscription. You can also view the product key.
    Click on Install and and it will download HomeStudent2019.img file.

    I did uninstall and then installed it but I did not use the product key since I am still on the OEM Install.

    Anyway once you set up your laptop, you can download Office 2019 and its product key. Only that much I can guarantee. Whether you have to use the Product key after a clean OS install, I do not know.

    I shall let other experts to postulate on it.

    Most probably after downloading the image and installing it, you may again need to activate as you did in the initial setup. ( That part I do not remember)

    Note: After the initial setup and activating MS Office, do create a recovery drive immediately.
    In case of any difficulty in reinstalling MS office after a clean install, you can restore the system to factory setup by running the recovery drive.
