The web-based Gmail has no contacts. I only use that in emergencies, and mainly only to reply to incoming emails. I rarely send anything new from the web-based account.

The only directory I know of is in C:\Users"your-user-name"\AppData\Local\Microsoft\Outlook\..... It may have a *.pst or *.ost file.
And don't forget to check in the old C:\Users\YOURNAME\Contacts, sometimes will have information.

In my Outlook 365 on my windows 10 Desktop PC, I have three locations for files.
The C:\Users"your-user-name"\AppData\Local\Microsoft\Outlook\ .... has a xxxx@hotmail.com.ost file only.
The C:\Users"your-user-name"\Documents\Outlook Files\ has files that were saved from an email (*.pdf or *.doc etc.)
I also attached two *.pst folders from my email archive folder. I saved them in my D:\OutlookArchive\2019.pst and D:\OutlookArchive\2020.pst . I used the Outlook 365 app to attach those files.
At the top on the app window go to
File > Info > Open & Export > Open Outlook Data File then the appropriate *.pst file. The directory for added *.pst files can be anywhere on your system. File > Info > will show Account Information. The Account Settings box in the Account Information window will show you the paths for the various data files in the Email Accounts window.
I am still looking for the *.pst for the current online email. I presume that the *.ost file contains that information (email, contacts, calendar, tasks etc). If true then a separate *.pst file isn't needed for email offline.. (I am still looking into this.)
