Had to reinstall Win 10/Office 365 on new drive

I installed Windows 10 Pro 20H2 and Microsoft 365 on a new SSD. I'd like to get my contacts/address book from the old HD. What folder is it located in on the old drive?

Unfortunately, I am unable to boot from the old HD, and thus am unable to export the contacts from Outlook on the old drive. I can, however, access the old drive, which is in a USB dock. All attempts at repairing the old HD were unsuccessful.

When I installed Office on the new SSD, I was able to recreate my email accounts and then access all my old emails by using the same PST file from the old HD. But the contacts were not there when I clicked on ADDRESS BOOK. The dialog box was completely blank.

I am using POP, not IMAP. I have a backup of CONTACTS that I made almost 2 years ago. I have restored that, but there are many entries that I've added since then.

I also tried to import from the current PST file, but I get an error saying it's already in use.

Still hoping for some way to recover the most recent CONTACTS.

But I think you may have missed the part where I said that, even though the old HD won't boot up into Windows, it is accessible via a USB docking device. So, I can read or copy files from the old HD to the new SSD; it just won't boot.

I am afraid that if you don't have a recent backup of your contacts, you may be out of luck - see Don't risk losing your Contacts and Calendar when using IMAP in Outlook 2013, 2016, 2019, or Office 365 - MSOutlook.info

I am using Outlook 2010, and thought I knew my contacts were being saved in my local .pst file - that may be the case, but Outlook itself does not make that easy to confirm: it seems that when Outlook says that my contacts are stored in \\outlook_mng that means my .pst file (I hope!).
