downloading the free latest version of OneNote

So I just started to use OneNote that is part of Office 2013, but I thought that the new version would have more features. But, blimey, I can't seem to find the download link. Is this some sort of Microsoft IQ test? That I failed?

Windows 10 comes with its own version and I've seen both the Office and Windows versions installed at the same time. Might look at this page:
    Upgrade to the latest OneNote

So I did some research and discovered that the new versions of OneNote require cloud access. Much as I love, adore, and respect Microsoft, I don't want to share this kind of data with them. The OneNote that is part of Office 2013 (my version) keeps OneNote on the local machine.

I understand what you say about the Cloud, have not gotten past the usability of a good USB Thumb drive when on someone else's computer.
