    Not receiving emails in Outlook 2013 except when toggling offline mode


    Windows 7 32bit 7601

    Recently Outlook 2013 has stopped receiving emails or is receiving emails inconstantly. I have checked and rechecked the server settings with Spectrum email and everything checks out and I get the emails just fine on my iphone using the same server settings. I uninstalled AVAST, quick repaired and fully repaired MS Office 2013 as well as completely reinstalled office, started Outlook in safemode and disabled all add-ins in normal mode. I even click the send and receive button but no emails come through. After weeks of trial and error the only way I have been able receive emails temporarily is to toggle Outlooks offline mode. When I toggle it off, then on again emails come through immediately for a certain period of time. Then I will notice emails don't come through anymore so I toggle Outlook's offline mode again and 20 emails come through as if the emails were stuck or as if Outlook automatically goes into offline mode even though it says it is not. Oddly enough I can send emails just fine with no delay. So sending of emails works perfectly and without issue even when receiving emails doesn't work.

    I am stumped. Any suggestions?

    List of things I have done so far:

    1. I uninstalled AVAST so there is no more antivirus software currently installed or turned on.
    2. Performed a quick repair and full repaire of MS Office 2013 through control panel using the "change button".
    3. Completely reinstalled MS Office 2013.
    4. Started Outlook in safemode.
    5. Disabled all add-ins in normal mode.
    6. Clicking the send and receive button but no emails come through.
    7. Checked and rechecked server settings.
    8. Sending of emails works fine even when receiving emails doesn't work.
    9. Created a new Outlook profile and problem persists.

    Along top you should see a tab Send / Receive

    Then within the ribbon click on the Send / Receive Groups with the little arrow beside it. Menu opens

    Then click on Define Send Receive Groups, window opens. See what timeframe is set to.

    Set as you need. Some change has moved this to thirty, mine was five.

    Then click on edit, window opens, check settings for each account. An example of mine. Emnail addresses blurred out.

    Thank you Ken. I forgot to mention I did go into that and updated the send/receive to every 1 minute when I was troubleshooting and it is still at every 1 minute when I checked again. But that didn't seem to fix the problem. I did see that under the send/receive groups there is a "disable scheduled send/receive" which was check marked, not sure why. I unchecked it and I was receiving emails for a couple minutes then the emails stopped coming in again.

    I did click on the "update folder" option under the send and receive tab and that forces I guess a refresh on the folders which then downloads emails. But it only works on demand and doesn't fix Outlook not downloading emails automatically.

    So it seems I can force emails by toggling offline mode and "update folder" and "inbox" under send/receive groups. There seems to be ways to check emails on demand that work not including the send/receive button on the home tab. When I perform one of these on demand email checking options then Outlook seems to kick in and start checking emails automatically for a set time before it stops receiving emails automatically again.

    On another note, I do see that every minute at the bottom where the blue bar is next to the word "Connected" that the word send/receive pops up so I know Outlook is checking emails but in the end emails just don't come through.

    Any other suggestions? Thanks!

    One more thing to note is that if I can get Outlook to work for a little bit of time, if I close and reopen Outlook it goes back to not receiving emails automatically. I can send 10 test emails, and when I reopen Outlook it doesn't download them. Only when I toggle offline mode or perform the above on demand forced email steps is when I can jump start Outlook to make it work for a certain amount of time.

    I also tested to see if I could auto receive emails in offline mode using the send/receive groups where it says "schedule automatic send/receive every 1 min when outlook is offline" and even that doesn't work.

    How many accounts and are they pop or Imap / exchange?

    Hey Ken,

    1 email account. It is setup for IMAP settings.

    Maybe there is corruption in profile. Worth considering making new.

    I assume no PST?

    Ken,

    I did create a new profile by going to control panel, mail 32 and created a new Outlook profile. I then logged into that profile, I set it up with the same server settings and the same problem persists.

    I am thinking my next steps are to try a different email account. And I may try installing MS Office 2016 and see if that changes anything. I'll let you know what comes of it. In the meantime any other suggestions please post.

    Talking crazy.

    Does this account need an app password? I said crazy and it makes no sense that it sends receives when you go offline. Nor would it explain why it would work for a period of time and then stop.


    Be interested to see outcome from different email address or Office 2016. Currently I assume you do not have multiple versions of office installed. When I had Office 2010 and Office 2013 Outlook on a random schedule would not send email. When I uninstall 2010 completely this issue stopped.
