Outlook Data File Cannot Be Opened

I am failing to open Outlook.

The following is the window that is coming out,

    The File.
    C:\Users\joemb\AppData\Local\Microsoft\Outlook\joe.mbenji@hotmail.com.ost
    Cannot be opened.

Then after closing the above window, the following is displayed,

Cannot start Microsoft Outlook. Cannot open the Outlook
window. The set of folders cannot be opened.

Please help me to fix this. I am using Outlook 2019.

Does the file actually exist? Have you got the interent turned on as its an ost file its updated from the server so must have a connection. I may be worth running a full disk check in case some files are corupt

You are trying to open Outlook itself and not trying to double-click on the ost file instead?

By the way, you could usefully go back to your original message and delete your ost filename because online trawlers can copy your email address. They are always looking for new victims.

Be aware OST and PST are two different file formats. Outlook 2013 and beyond don't create .PST files, they create .OST files which are located in your use profile. The old .PST files were located in the (My) Documents folder.
Never mind misread the post as I thought you said PST file.

Still, when did your issue start? And are you sure you're trying to open the "Outlook" app, and not the Win 10 "Mail" app?

As for the main problem, I suggest

Repair Outlook Data Files (.pst and .ost) - OfficeSupport

Why don't you just close Outlook and delete the .ost file and let Outlook create a new one?
    Your stuff is stored online.

Back it up first, if you prefer.
