In addition to the technical issues referred to, do check Microsoft account - check activity just in case all that is happening is that MS want to check that your logins are genuine.

Are you talking about the desktop app?
Also, what do you mean by "outlook cannot connect to server"? I'm sure you mean your email account connected to Outlook? If so, have you checked that the server settings are correct? Is this POP or IMAP?
Going back to the above on the email account - is it Windows that's asking for a password or Outlook itself? If Outlook, are you sure it's not asking about the "email account password"?
Wait hold up... What Outlook version are you using???
Was hoping a network reset would solve that. You could see this YouTube video, but...

Hello sygnus21 sorry for not being much clearer. i am using outlook 2016 desktop app, i am able to log into all (5) of my microsoft accounts via Microsoft web based application , so i know that all my passwords are correct, but when i launch outlook for office 2016 i can see all my accounts in outlook
so to answer sygnus21

5. i did a network reset via windows setting, network, Ethernet ran troubleshooting, and it suggested a network reset .
6 i will try the youtube version a bit later on

I think there's a terminology issue here
For "Windows" - You can only be logged into Windows with one account at a time so it's curious as to why it would be asking for passwords for the other accounts when you're already logged into "Windows"? That makes no sense.
I think (hope) you actually mean the "email account" - different from the OS (Windows) account. I notice you have 5 "email accounts", and each account should have its own password (unless you set them up to use the same password).
With that - are you sure it isn't the "email accounts" that asking for a password???

Not to be contrary, but that may work for you, but I seriously doubt Norton is the issue here. Add that the OP never even mentioned any AV usage. Also, if that were the case, did you check Norton's Firewall settings???
Anyway still awaiting the OP's clarification on what they mean by "Windows" passwords.
Yes actually with Norton installed, The AntiSpam is a plugin for Outlook desktop. This Plug in only works for POP accounts that are not Secure. And yes it will cause this issue of Outlook having pop ups that continue asking for email account passwords. If you put in the password it will ask for another email account password, its a never ending error that goes on until you disable the Anti Spam feature. This is a well know error on the Norton Support Forum. the plugin can be disabled in Norton Options also. However the Norton feature only effects Outlook desktop so I find it easier to just disable the feature.
I have no idea if this is the OP issue, I just brought it up a a possible solution should he be running Norton. So We await his next post for more detailed information.
I ask because I've been a long time Norton user (the last being Norton 365 under Win 7) and never had an issue with IMAP accounts using the Outlook desktop app. On the flipside I rarely use plugins for Outlook (currently just Acrobat enabled on 365 desktop app). My only AV installed is Defender.
That issue just sounds odd but ok.
