Some people delete immediately, some save x days, some just leave on server after download.
This does not move profiles (email addresses or passwords)
Assuming you are looking for your data file that contains personal folders (mail you moved from server to your personal folders), calendar, contacts, notes and tasks. (PST File) I say this as you mention the one file with everything.
Open your current version of Office. Go into Accounts and select the Data tab. You should see your PST file listed as the data file. Note location
Older versions of office outlook 20xx hide this PST down the Appdata path which is crazy as it is missed when you backup libraries.
On your clean install in your documents folder create a folder called Outlook. Then copy PST into this folder.
They keep modifying the process (adding automation) to "Add an account process". If you want to stay POP you likely will have to go the manual setup route.

There is a manual process if you just start outlook and it has been getting better.
Once outlook is running import PST from c:\users\name\documents\outlook\xxxxx.pst where xxxx is the name of your PST.
The only thing I'm a little hesitant on is your Inbox. Has been a very long time since I used POP mailbox and you said you delete your mail from server so it won't be down loaded again. Might not be a big issue if you keep your inbox trim and tidy.
I might copy my inbox to a personal folder call inbox_bak or allow your mail to be kept on server for a while.
Apart from the POP inbox I just used this process on my clean install of Windows 10 in the last three weeks. I moved from a Windows 7 machine. I use IMAP accounts and an Exchange account. My exchange account ( xxx@outlook.com ) holds all my contacts, calendar and tasks. This allows me to sync across platforms and devices. My PST just contains mail.
