Hello again
I just downloaded and installed the tool from MS support as you suggest, agreed to everything, once it was installed it came up with a box saying no Microsoft applications were found on this PC.
Then a box came up and said we've completely uninstalled office from this PC? however! it hasn't!!???
Honestly something very strange is going on here as you've come up with the most impossible of impossible issues where you can't uninstall an email account or Office itself.
I ask again, is this your PC or a loaner from a job or organization? Some very odd is definitely going on for this to turn into 4 pages.
No it's a PC that I built myself, just a personal home PC.
I'm retired now from a development engineering machine shop but! if you were to ask any of my work colleagues they'd confirm that if anything can go wrong with anything, it will happen to me!
This is the spec'
Every time I try to remove account from there it says I need to set up new folders for DATA ????

I have never seen anything like this before. I am baffled.
I can only speculate that that error in setting your email account properties has made Windows 10 think you have an Exchange-type email account that it objects to deleting.
I can think of one thing but it is no more than what I would try on my own computers.
- Go back to Control panel, Mail (32-bit) and click on Show profiles.
- Click on Add... and call the new one anything you fancy such as NewOutlook and then click on OK.
- You'll now be back in the Control panel, Mail (32-bit) dialog
- Click in Always use this profile & in the dropdown box, select the new profile.
- Select the previous profile click on Remove.
- You might as well reboot at this stage but I have no idea if that is essential or not.
- Now you have set up a new profile I do not think the email account should show up any more anyway. But check by going back into Control panel, Mail (32-bit) and clicking on EMail accounts again. If the old email account shows up at all then select it and click on Remove yet again.
I think you should now be able to install Office again and open Outlook without any issues.

Well I tried all that to no avail, I've also tried going into a tab marked "change" found in there where I'd put mail@plus.net and changed to mail.plus.net (as should be) but although things changed wouldn't work (in fact totally b&^%d it as can't get in anywhere now and it locks up and have to force stop).
Tried another uninstall from add/remove then deleting pst, ost and others from data folder before a re-install but nothing has changed.
I think you must be fed up with me by now so I'll not bother you anymore on this, I'll probably see if Anglian Internet can sort it.
