Question about Office 2019 and one user?

I have a PC and a laptop, they are both used by me only. Can I install the software Office 2019 to both of them? In the future, if I upgrade my PC, does it lock to my older hardware and I'll need to purchase the Office again?

All one-time purchase Office 2019 versions can be activated and used on one computer only. You can of course install it on both desktop and laptop, but only one of them can be activated.

Office 365 subscription products can be installed on unlimited number of computers, five computers allowed to be online and using Office at the same time.

How about upgrade of the PC hardware or buy a complete new laptop again in the future? Is it like what we do for Windows and talk to the customer service for special
    arrangement?

You can continue to install it in the future to new hardware---but you are always restricted to ONE PC/laptop at any given time.
