Cannot Add New Account to Outlook 365

I had to delete and start fresh with my Outlook profile due to Dragon Medical Practice Edition corrupting my Outlook file. Long story...

I was able to add my Outlook.com and one of my Exchange email accounts. However, I cannot add my health system's Exchange account. It asked for my password, asked for my authentication (via Symantec VIP Access), and then failed to add the account. Now when I try to add the account, it fails. It automatically adds my username/email address through the "searching for accounts" when I try to add a new account.

Is there a way to get rid of the previous cached accounts?

Yes, I've deleted the profile a couple times. I've tried adding it manually but it won't add (it's an Exchange server based email system).

They were definitely no help. There is a remnant somewhere that keeps the email address remembered. I think it may have some cache somewhere, but I can't find it. Despite deleting Office 365 multiple times, it still doesn't help. I've manually deleted the cache without success. When I launch Outlook for the first time, it lists two previously remembered accounts. My Outlook.com account and my health system email.

Microsoft Support and Recovery Assistant was not able to add mail account for Outlook.I was able to find the problem myself: The Windows 10 pro computer was connected to Azure twice (using the same mail account).
I remove both accounts in the Windows 10 settings and was then able to add the mail account in Outlook.
