Windows7 O365 Outlook credential keep popping up. Tried various fixes.

I've flushed the Microsoft windows credentials, reset his password in AD, ran pstscanfile. Checked his office account, no errors, and updated office. Hes working on uninstalling, reinstalling office. What other fixes can I try? Seems like just an issue with outlook.

I'm not sure if Office 2019 or Office/365 is actually officially supported on Windows 7 -- you might get some components to run e.g Excel but I think Outlook will cause a problem because of its use of .ost files instead of .pst (although it can read .pst files).

You can upgrade your W7 to W10 probably free of charge though.
