On one of my machines Im using Office C2R 2016 , its got latest ( nice) Office Icons .
On a second machine Im using Office C2R 2019 , its got latest Office -updates , but NO NEW Icons !
Something wrong , or how to fix the new Icons for Office 2019............??
I had something similar and it just resolved itself. I did do the updates to Office but after that OneNote still had the old icon. This was strange as my Win 7 machine had the new icon but Windows 10 had old Onenote icon.
One day I looked down and all were new.
I would do the updates and if this is a new install, say in the last three days, give it a chance. That is what I did.
Im on Win10 ( latest build) , with all updates , Office 2019 up to date also .
Still no new icons , I can download the new icons and change them in Windows myself ..............

simply create desktop shortcut - then on the short cut go to properties -- and you can scan the icons -- or even create new ones (ensure size conforms to the windows default size for.ico files) -- make in photoshop etc or any icon editor.

Downloaded the icons and placed them in the icon-folder of Office 2019 , changed the Office desktop-icons into the new ones ..........went fine !
Could not change the Office ex-files ( Outlook, Exel,etc ) in the Program Folder , they stay in the "old" icon-display.

You can't change the built in ones in the internal program of course but you can add new ones from anywhere as you've found out.

Did not fixed itself on my Office 2019 ! Had to change them myself.........
Just replaced the icons with downloaded new icons , only the exe-files in the program folder , can not change them !
Are your exe-files changed into the new ones.........?
