    Found my error

    I went back and took a second look at why I couldn't get my original formula to work with the data in rows. What I discovered is that I made a simple mistake in using mixed cell references compounded by incorrectly formatting one of the search criteria. It now work correctly.

    Sorry this took so long to solve. It appears that my Excels skills have eroded a bit in retirement.

    I'm sorry Bob but when I input that and then added "Applies to" across the whole row nothing happened on any, and don't forget sometimes some of the cells are blank. I don't think that this will take into account that situation.

    Select the entire range of row/columns first then click on conditional formatting, create new rule, and then enter the formula adjusted for the relative locations of the first pair on rows. It should work. I tested it with empty cells.
