TLDR: Turn off High Contrast theme in windows 10.
I discovered this same issue with Office 2010 after the 1809 update. Save As dialog never appears in Excel or Word and i had a variety of other issues. Also in Outlook i could not File>Open>Outlook data file, I would get the error "the server is not available". Sometimes excel would also give the error about a file already existing with the same name when trying to Save As and offer to overwrite, but choosing Yes or No just made the dialog disappear and nothing would happen. I also tried repair install, complete reinstall, switching from 32 bit to 64 bit versions of office.. etc etc., nothing worked.
Just throwing all my issues out there in case others are looking for a fix to this and hopefully the search engines will grab on to this. I found the fix after searching for hours and finally coming across this post. I registered to the forum just to post this since I couldn't find help anywhere else.
I noticed the screenshots of the original poster had the black background from having high contrast theme turned on in windows. I also have high contrast turned on so I immediately went and turned it off and all the issues are gone! I think this is a bug that has yet to be well documented since there are probably such a small percentage of people using 1809+office 2010+ high contrast.

well i turned off the high contrast an low and behold all the file types show up when i tap save as. so will this get a formal/lagit fix.

Have you checked your system defaults by file type? Sometimes file associations can break after updating. If all else files, uninstall using the Office removal tool and then reinstall Office on workstation

i checked on file ass. and they are good because when i turn off high contrast all is well i can do everything as normal
its just when HC is enabled everything goes to *hi*
i'm just curious as to why a function of screen brightness has anything to do with the normal operation of a well defined fly-out of the underlying programs defined options for selection ie docx, doc or even xls ect.
what the blooming hell does that have to do with the other.

just a little update, i let the MS tech remote in and they roled back the drivers for the intel/nvidia chips rebooted and lost the connection with tech sup so i turned high contrast on again and it seems it's like no change, no flyout to select the file type to save as.
oh well
i would say the ball is in there court

last night i finally got on my butt and got a chat going with MS and for a few hours we went through all the setting and re installed office 2010 the 32 bit version vice 64 with no real progress to the issue but they did have this to say
