Outlook has always been available as stand-alone, didn't need the full suite of applications. Read more at Buy Microsoft Office 365 Home Personal subscriptions, toward the bottom of the page in Looking for standalone Office applications?

Hey, thanks. What prompted the question was the appearance of Outlook in the My Office "Home/Opening Window" Yet when I would select it, I get the banner saying I needed to activate Outlook, followed by this:
Then clicking Help sends me over to Microsoft and that's left me even more puzzled Standalone. Still having trouble activating Outlook. When I sign in to activate, after the image above, I get the web page to download and install Office. I'm still confused. Even tried to Sign In and I'm recognized, but no place do I find the opportunity to activate Outlook.
And I have no desire to reinstall Office after having it for a year and tuned up just right.
Anyway, I just wasn't sure and now I know.

Hi folks
This one appears to be a very cheap version that replicates Outlook
I'll test it on a VM later but as a simple decent email program if you don't have outlook - could be a winner.
(I have both Thunderbird - on Linux and Outlook from Office but I like testing stuff so I'll have a go later with this. I have a few colleagues who are looking for an "outlook type" email and who hate any sort of Web mail type of stuff.)
24 USD for pro version -- if your email needs are simple the Free version might be OK.
OE Classic - Easy to use Outlook Express replacement

It may be the outcome of some leftover Registry entries. Not sure, but even as a fanboy I can say that Windows is one of the worse for leaving crap behind there. Not that it affects the system, though. On the other hand they may have left items in case you do want to reinstall Office.
Anywho, they do offer stand-alone Outlook and all the Office programs that way.

Got that from a chat session. Heck if I can find a link to all the Office stand-alones, but I know yo can get them via the Store within Windows.
Also, I'm pretty sure UWP OneNote is free there.

No, Outlook is not part of Office Home & Student.
You may have left some remnants from a trial versions etc. Use the MS Office cleaning tools here.
