Hello Chuck,
Yes, you can if you like,
If you like, you could also upgrade to Windows 10 using step 3 below. :)

Alright, but one thing.
I'd like to keep the things installed on my C drive. I don't want to wipe it and install it with a version of windows without settings, program files, etc transferring over. I also don't have a working key for windows 7. I had to call them and talk to them for an hour to get mine activated.
It seems that windows update has downloaded the windows 10 update, but since i'm reserved, it won't start installing it. Windows update also doesn't show this anymore:
But the GWX icon in the notifications opens to say i'm reserved...
As long as Windows 7 is activated, you can safely upgrade to 10 without losing anything and be activated afterwards. :)
@ Brink
On my Windows 8.1 I still do not have the $Windows~BT folder (which Chuckwheat has already showing on his C drive) and the windows update says "windows 10 upgrade reserved". Do you think it would be ok to use the Media Creation Tool step 3 you stated above to upgrade to Windows 10 instead of waiting? My windows 8.1 with Media Center is activated.

so far, i think the answer is yes. I think the tool is the best way to upgrade right now. It seems to be working on mine.
the folder is hidden by default. Are you able to see hidden folders? (In "Folder Options", "View" tab, "hidden files and folders", "show hidden files and folders" checked.)
Yes, you can use the Media Creation Tool to upgrade without the use of ISO, USB, or DVD. :)

@ChuckWheat
yes I always have my folders set to view. I downloaded the tool yesterday and created the usb windows 10 boot drive. But deleted the $windows~BT and $windows~WS folders. I was hoping MS would update my computer with the $windows~BT folder but nothing yet
