Major builds are rolled out over 2-3 months or so progressively. Where MS deems there may be an issue with some hardware configurations MS may try to restrict it being provided.

If you wish to attempt a manual upgrade, you can download the iso yourself (see the tutorial on downloading an iso) or simply search for Media Creation tool.

Have you been receiving Windows updates - i.e. is that working? Check your Update History.

All right, let's try it the other way.
windows key + R, winver -> 15063.674 (that's my 1703 build number). (First out Oct 10th).

Given the date you mention, it seems Windows update is probably functioning (you can check your Update History for any failures).

It may pay you to be patient- some are experiencing some teething problems (have a look at the various threads). Of course these are a very small sample of the total number of upgrades.

If you wish to try a manual upgrade, create a disk image first.
