Hey, i just solved this problem.
    Right click the EXE
    Go to Properties
    go to general
then at the bottom should be a box saying "Unblock" click that and you should be good.
    enjoy.

    Hey Kingrollo,

I had this problem today and followed a lot of seemingly useful advice with no luck.

I then realised that I downloaded the tool in a different browser which saved it to my downloads folder.

Moving the .exe to the desktop worked and I am now creating a USB installation disk.

    Hope this works for you.

I can't even get it to run on a different computer - is it possible the problem is at microsofts end ?

Working fine for me right now. I clicked on Download Tool Now in Microsoft Edge, selected the Run option instead of Save As, and it's happily downloading away.
