    There are two places you can find a Setup.exe, one in in the root of the install media, the other is in the \Sources\ folder. The are DIFFERENT 'Setups' with different functions.

    Run the one from the root if you want to perform an in-place upgrade, keeping your files and apps.

    Only run the one in the Sources folder if you want to do a clean install (and remove your apps).

    1903 install media works the same way as previous versions in this respect.
