Registered so I could post a fix here (short of reimaging). Issue appears to be caused by IISAdmin service. Workaround is to open Control Panel > Programs and Features > Turn Windows features on or off and disable Internet Information Services (and everything within it) before upgrading.

God forbid Microsoft would test the update on installations that run a web server before pushing it to the entire world.
Interesting, but this has always been turned off by default for me.

Thank you for posting though. :)

I just wanted to thank @IRC 129 for the solution that has evaded me for over a week. I had been trying to update my Surface Pro i7 (new model) from 1703 to 1709 and got the dreaded hardware fail error, despite disconnecting everything and trying several times.

I went into Windows Features and turned off 'IIS Metabase and IIS 6 configuration compatibility' and tried again. This time it worked.

What a bizarre compatibility issue, not helped by the error message generated!
