    Hi,
If you can live without it fast start in win-10 should also be disable too for good measure using command prompt as admin with
    Code:
    powercfg -h off
I have disabled it, via power settings, first day I shut-down W10 my USB hub remained live, and knowing straight away that shut down was actually hibernate I disabled it.

    Hi,
Fall creators update messes with fast start even further by putting open apps in memory when shutting down or as MS calls it bookmarking them
So even though someone may choose to shutdown 10 will hibernate instead which in the beginning 10 did that already now MS added even more steroids to fast start than before :/
