Yes you could do that.
I know you may not like this idea but I think at this point it is one way to go that will yield an excellent go forward base. Of course you make the final decisions after considering pros and cons.
Copy all you data out and perform a clean install or maybe do an install from the recovery partition (think it is older Win 10) and then redo the update to 1709 with a USB key.
Myself, I would do a clean install and then reapply the software from HP that you want / need. Just checking their site and it has a pretty good list, can't say complete as I have nothing to compare to. I think device came with McAffee and I'm not sure where you are in that trial period of if you even used it.
Typing this has me thinking, should you try the updates again, disable or better yet uninstall McAffee. Ensure you know how to get it back in, I don't think they gave you disk.
I make this recommendation as something is not right. How is that for stating obvious. I've updated a dozen machines, some built for XP and haven't had the issues you've had.
We may have discussed this but does SFC/SCANNOW run clean.
