    O.k. i guess this update is not not considered a baseline version but it does not say it is a cumulative update.
    This update also created a Windows.old folder which i thought a baseline versions usually do.

    Your KB4041994 update is not the cumulative update.
    ,...apparently it is a simple update for a video extension called HEVC and only it is downloaded in compatible equipment...
    KB4041994 Update for Windows 10 version 1709

    The cumulative update to 165299.19 was KB4043961. If you ticked 'check for updates (recommended)' during the upgrade that's probably why you don't see it listed. I didn't, I checked for updates after installing the upgrade so I see it listed.

    Yes i had done a windows cleanup i realized that and edited my previous post.

    Well went through the similar steps like it was a baseline version ( like when doing a clean install) after restart saying Hi wait while we configure your PC with the different colored screens.

    Yes - I noticed

    The bottom line is that MS provide an ISO for the version as it stands at the time of it release, the ISO never gets updated because applying the latest cumulative update (there's a new one each 'patch Tuesday') is all that's needed to make you up to date after an install/upgrade.

    As said this was a pretty big update it took me close to an hour to complete considered to past cumulative updates.

    It was upgrading to Fall Creators Update that took almost all of the time - applying the cumulative update was a very small part of that.

    Key word upgrade not update, i only downloaded 2 update as of Tuesday (actually today Wed.) a cumulative update as said and an update for it. My Windows 10 Creators update or upgrade was months back.
