Windows 10 Dual boot?
I have heard that because of windows 10, you cannot dual boot.
1- Can you dual boot with Ubunto or Linux Mint?
2- If yes, must they be set in a partition alongside the Windows partition.

I can answer the first part. I have 5 separate OS's "Quint" booting, or whatever the term would be. :) So, yes, you most definitely can dual-boot. I don't do any Linux, but lots of others do. They'll be along shortly with the low-down for you.

Re your point 2:
I don't understand your question. Yes you will need 3 partitions, most likely within an extended Windows partition since you got MBR disk. You can also install on a separate internal drive, but I have no experience with that. Hopefully some of the links below will point you to sites with good advice.
Re your point 1:
Linux works perfectly well with Windows 10. For a long time I had Windows 7, and 10, and Linux Mint and Grub2 bootloader behaved very well.
On MBR drive, NOT UEFI with which I'm unfamiliar.
I used Live CD, actually USB flash, to do all partitioning work in gparted, and then installed.

I have Linux Mint and Windows 10 (UEFI), but each one installed on a separate drive, and i dual boot fine between the two.

Thank you but I have legacy-Bios. It worked under Win 7 but Microsoft has placed some restrictions in Win10.

Whats the problem that you are having?
I prefer to have Linux installed on it's own separate hard drive. But otherwise my old machine dual boots between Windows 10 and Kubuntu.
I haven't tried it yat, but way back when Win 10 was new. It states that it was going to block Dual booting. I plan to image the syem OS (There are 2 other partitions backed up and go for it.
