It did not block the update
If the card has such an issue then why:
Did it not tell me prior to trying to update - it said everything was fine?
Why did the board function perfectly as soon as I reinstalled it after updating to 1703?

The block only stops the Creators Update being delivered through Windows Update. You said yourself that you did not use windows update but...

Microsoft don't recommend that, not "...unless you’re an advanced user who is prepared to work through some issues". It seems that you are, and you did, but you can't say Microsoft didn't warn you.

They (MS) did not warn me. The compatibility tests said everything was fine. If they WERE smart, they would have pointed to the wireless card as a problem. HOWEVER, it was not any problem in 1607. So they changed something in 1703 that gave them heartburn about this card - and obviously, they don't even know why. Then it is not an issue after 1703 is installed. Figure that. Maybe an MVP should tell them. I don't get anywhere trying to get my fingerprint sensor, which works fine in 1607, to work in 1703. ANOTHER, why shouldn't it work deal? Then there is the stupid default of tagging shortcuts with text - like no one can see the arrow. Yes, there are lots of stupid things MS does. But I am still fixing other people's computers, so maybe they are increasing my pin money and I should thank them. Fat chance.

Ugh, my Happy Anniversary Update days are over, my PC just installed the Creator`s Update 
Just have to add the control panel option back to the right click menu and all will be fine.
Upgrade went fine and fast

With Pro you can go into Settings/Updates & Security/Advanced Options and choose to Defer Feature updates.
This will keep you with the AU for as long as possible, I`ve been running the AU for months with no issues at all. I didn`t like the CU at all.
If it were me, I would have kept 7 on it and just used it.
Better option: From the run command (windows key +R) type gpedit.msc. When the policy editor opens click "Windows Components" under "Computer Configuration" then "Windows Update" then "Configure Automatic Updates". When the window opens for configuring updates choose "Disabled".
You will never get another update, period. This is not available on Home version
