    Now that I understand your situation more fully, I don't think re-installing the release version of Windows is going to help, I would just cancel that. See my post #9.

    basically reinstall windows. i touched nothing from this point on. never got as far as this screen before.

    That's really weird that the register button takes you to the download page for the Released Version of Windows 10. I guess I would try going here:

    I don't have any more help to offer, I have no idea what is going on with your Microsoft Account and the insider program. Maybe start a new thread in the WIndows Insider subforum. Your results aren't looking like anything I am getting when joining the Insider Program. It looks like your Windows 10 is not recognizing that your Microsoft Account is registered with the Insider Program.

    This is what I get when I click on the Get Started button:
