    This says Version 1507 is ending or has ended but Version 1511 should be good for a little longer. Version 1607 Build 14393 is pretty good and I'm just now getting Version 1703 Build 15063 on my third machine.
    End of support for original Windows 10 version pushed back to May

    I did explain it. There are other reasons too. Does not matter. For my own reasons I want to run 1511Pro. The question is can I install it from ISO either on a system that has a later version, or reinstall it if I need to?

    Yes but going back to an older version most likely requires a clean install due to many changes with newer versions. You can install from the .iso anytime, I prefer creating a DVD from that .iso file, useful on other computers at times.

    Don't care about end of life. I just want to know if I can downgrade the version from ISO.

    A win 10 Pro is 199.00 USD at MS. I am sure he can get a better deal at Amazon as I posted earlier.

    You CAN'T downgrade with an older Windows 10 version ISO. All latest apps and drivers will not be supported and so you won't be able to keep your apps, files and settings (greyed out options). You can only clean install with an older ISO.

    Take a look at some refurbished laptops Refurbished Laptops & Notebooks - Newegg.com over the last few years I've bought three (Dell Latitude E series, one 6400, two 6420's) two with Win7 Pro that I upgraded to W10 during the free upgrade period, and one with W10 Pro already on it.

    These were all in the slightly more than $200 range, $219 to $238, this is older equipment, but they've worked fine for me. The Dell "E" series is Enterprise grade, and they're a little more robust than a consumer laptop. Something to consider when you're already using older equipment.

    I HAVE a 1511 ISO. The question is can I install it on a system with a later version using the key of the later version? IOW, is the key associated with a specific version, or to the machine?

    The key is not associated with a version. It is associated with the machine. You have to do a clean install (wipe out you later installation).
