double click the ISO file to MOUNT it as a drive in windows 8.1 (or right click and select burn to DVD)
and then copy it's contents to a formatted Fat32 USB
the run setup on your laptop (DVD or USB) if windows 7 or windows 8 / 8.1
or boot from USB or DVD and do a clean install of windows 10
