Can't start off new SSD after cloned from HDD

I bought a new Samsung 250gb 850 evo SSD, and installed it. I do not have a Windows 10 install disk, so I just cloned it from my old HDD to the new SSD. Now I can't start up my computer with that SSD. The error it states says: "Reboot and Select proper Boot device or insert Boot Media in selected Boot device and press a key"
That's if I force it to start from the SSD, otherwise it just automatically goes to my HDD. I can't format the HDD to get windows off of it; because that's the version of windows that I am currently on. Windows along with every single file on my HDD is on my SSD, its just that my SSD is not able to load Windows off of it. If needed any more information, please say so.

Did you copy every single partition, excluding any data partitions of course, from the HDD to the SSD.

You have the ability to download the W10 iso file and create an install DVD, why don`t you do that a clean install W10 on your new ssd ?

or create a flash drive installer, but using the dvd is so much easier.

Assuming you used Samsung Data Migration to clone the new drive in total, unplug the power cable from your old HDD (when powered down), then power up your computer with only the SSD powered to see if it will then find your SSD from which it can boot. If it works you can then plug your old HDD's power back in and it may continue to boot from the new SSD.
