Two obvious reasons can clearly be seen in your screenshot:
1.) Your screenshot shows a Brasilian Portuguese Windows 10 which you are trying to upgrade with an English install media. It will not let you keep everything, as I have mentioned several times.
2.) At bottom of your Setup dialog you will see the reasons Windows Setup gives why upgrade can't keep your apps and files:Notification about Windows being installed in an unsupported folder (directory) will only be shown when one or more Windows system folders are no longer on drive C: but have instead been moved to another drive, or they have been renamed with unsupported name.
See the difference, in screenshot below the same Windows Setup dialog when Windows system folders have not been moved and upgrade will be done with install media in not matching language:
You'll notice that now the option to keep personal files is available, and notification only mentions wrong language, nothing about unsupported folder (directory).
One more comparison of these notifications, first one is shown when Windows system files or folders have been moved to unsupported locations as in your case, the second one when Windows installed language and upgrade media language do not match but other than that Windows system folders have not been moved:
Conclusion: Not only are you trying to upgrade with install media in other language than your underlying Windows installation, but you have also either modified your Windows setup by moving some system files and / or folders to another drive than C:, or you have renamed some system files and / or folders.
NoteThe only Windows system folder that can be moved to another drive without upgrade or other issues is the Users folder, which can be relocated with Sysprep (tutorial). If any other system folders or their subfolders (Windows, Program Files, ProgramData) have been moved or renamed, or if Users folder has been moved with other methods than Sysprep, upgrade can in most cases be done but nothing will kept. In these cases Windows Upgrade will reset all system elements and folders to their default locations and names.
Unsupported relocating of Windows system elements will in most cases cause problems at some point. My recommendation is to do a clean install with version 1607 Brasilian Portuguese install media.

As I mentioned several times on page 1, I had tried to install with Brasilian Portuguese install media before trying with EN-US.
My folders are untouched. I just update Windows 10 Preview 14931 to 14936.
I think I can't install an older build over a newer build without losing everything.

My replies, everything I have told you in this thread is only valid if you upgrade. Downgrading, going to an earlier build will not allow you to keep files and apps. Checking it now, trying to downgrade Insider Preview 14936 to version 1607 build 14393 I get the same notification, nothing can be kept and I can confirm your case.
Looks that I have misread your first post, you mentioned you are using 14931 which I read as 14391, switching digits 3 and 9.
My apologies, all my replies were based on that misunderstanding. For my defence I can only say that you were all the time talking about upgrade; I believe that had you mentioned you are trying to downgrade I might have spotted the correct build number and give you a definitive answer sooner :)
