This site, and most Windows forums, don't directly provide downloads but reading through some of the sections such as Windows 10 News and Windows 10 Updates, etc., will provide links to the how-to and where to go to get the files.

I just needed the download files. I know the rest of the procedure.
1607 version? Wow.
When I first downloaded the files from Microsoft I remember them being 1204 or something.
Which language is the best for general download? English international?

If you intend to have English display language, I would recommend EN-US. Nothing important really. just if you want to join Windows Insider, then EN-US usually has first updates :)
If you want to do an upgrade, download the same version you have installed!
