I want you to boot into it and see if it works any better. Is it a newly created one?
It was not a newly created one - but I booted into it and the same blinking happened (only far less frequently). So, I tried to create a new one but the process is much different than in Windows 7 and I got messed up. Perhaps you could walk me through the steps to create a new administer account? I went to PC Settings and Family, etc. Then I got confused. The screen kept blinking and I would lose my place. In order for this to work, I have to type really fast and know exactly what to click on. I am signing off for tonight - 'see' you tomorrow.
The tutorial I linked to has everything step by step. I don't know anything else to tell you.
OK, I created a new User Account but I don't think it's active yet. This is the message I receive:
Invitation sent to their email. When they accept, they'll join your family.
It has been 10 minutes now since I created this account and I replied to the email. Should it take this long to create?
PS: This new account belongs to me and I intend to give it administrator privileges.

OK, now I don't know how to get to where you're pointing. It seems that I can't set up another User Account under my email address (which is attached to a Microsoft Account). I will do as you say when I know how to get to Settings (as in your post).
We are trying to see if your user accounts happened to get corrupted during the upgrade. If they did, I think this will solve the problem. If not, there is something else wrong.
Hello again - and thanks so much for the detailed instructions - much appreciated. Following them made creating a new User Account a snap. It has Administrator privileges. While in that account, I ran sfc /scannow and it found corrupt files - but fixed them all. Then I went into my original Account and ran sfc - and it didn't find any corrupt files. We're making progress!! However, in both User Accounts, the Taskbar and Desktop continue to blink. In the new Account, just the Taskbar rose and resided about once every minute (I use auto-hide). In my original account, the Desktop blinks when the Taskbar rises and resides. By blinking - I mean the Desktop icons disappear and reappear in a blink of an eye. The Taskbar usually rises with no icons in the Notification area or the System Tray. I have to wait for, perhaps 30 seconds for them to appear. Do you have any ideas as to what to do next? Go to Dell and see what Windows 10 Graphics drivers they have for your computer. If they have none, see what Windows 8/8.1 drivers they have. Make sure there are no Windows Updates for you to install.
Also, see what happens. Transfer all of you personal documents, music, pictures and such from you old user account to you new user account you just created. Make sure you have them all. Then delete your old user account. See if that changes anything. SFC fails in the old account but not in the new account, if I understand you correctly. I'm not sure why, but that has to mean something is wrong with the old account.
