1- When I downloaded the Media creation Tool from that link mentioned by Kyhi, and run the tool, I found this error, although I was connected to the internet and there was internet access

2- from my experience, I noticed when MTC was interrupted since an electricity outage occurs , then the MCT was NOT capable of restarting where it left off... The MTC starts downloading from the scratch. So, I think you are wrong.
3- Looking at that second link for Adding Multilingual Support to Windows Setup, I didn't find any steps to show me how to do Windows 10 installation Multilingual Media. So, do you have any tutorial to do so?

So, why have you mentioned to Media Creation Tool again?
1- Not sure, Google the error code might find the answer or you can try downloading a fresh copy of the MCT, then run that new download MCT amd try to download the ISO of your choice.
2- I'll take your word for it, I thought it would restart.

What you're attempting is a one-off project - meaning it isn't something lots of people would do. There is no TenForums tutorial, the MSDN link is the only step-by-step tutorial that exists.
Maybe you should start smaller - download one bit depth, one edition, one language, and try the steps on the MSDN multi language page
if you get that done, everything might be clearer

As said before in my home country, there is an electricity outage occurs after each five hours a day, and as long as the Windows 10 ISO files are too larger to be downloaded by my internet speed of 512kbps, do you think that server having the Windows 10 installation ISO files can support 'resume capability ' . I don't need to download ISO from the scratch if electricity outage occurs.
So, I am expecting that to download the ISOs from techbench, then the server will support resume capability, So, with the Internet Download Manager, I will download it and if there is an electricity outage occurs, then I will resume it again until it complete.
