Perhaps 32-bit Windows 10 will run on it but not 64-bit?
Run coreinfo.exe from Microsoft sysinternals to see what features the processor has.

To run x86 Windows 10 you need NX, PAE, and SSE2
To run x64 Windows 10 you also need CMPXCHG16B and other 64-bit extensions

It looks ok for both x86 and x64 with all the required CPU support. Perhaps there is a motherboard conflict?

One more useful check is the Windows 8.1 upgrade assistant, download from:

There may be difficulties with the Intel integrated graphics - Microsoft Basic Display adapter will be used instead, if there is no Windows 10 driver.

Unfortunately Windows installation doesn’t recognise NX. Is it possible to fix it?

My experience running Sysinternals makes me think the * on the sysinternal shots means that item is not supported [but I could be wrong].

I have a Dell Inspiron 600m with Centrino that can't support Windows later than WinXP nor Linux Mint version 14 or later but is happy as a clam with Linux Mint 13.

The asterisk * in coreinfo shows that the feature is present - logically, if all those *features were not present, the processor would not be able to do much at all!

What is in the BIOS or on the Motherboard that is interfering with the recognition - is there a BIOS update for the machine - and is there a switch for NX in the BIOS?

    - the Intel entry for that T6670 Processor states that it has the Execute disable bit present, but has a footnote:

‡ This feature may not be available on all computing systems. Please check with the system vendor to determine if your system delivers this feature, or reference the system specifications (motherboard, processor, chipset, power supply, HDD, graphics controller, memory, BIOS, drivers, virtual machine monitor-VMM, platform software, and/or operating system) for feature compatibility. Functionality, performance, and other benefits of this feature may vary depending on system configuration.
So Toshiba may have turned it off

Check with CPU-z or some other system info tool that the BIOS is dated 04/11/09 the date of the latest update.

    Utterly frustrating for you.
