First let me say thank you to everyone for trying to help.
Nothing has worked to get this thing upgraded.
I have tried MCT, Straight from mounted ISO, no peripherals plugged in, no SD cards, the only AV I have is Defender (essentials) and it is off, Brinks bat file to reset, even tried a chkdsk just to be sure.
I am at a loss now, thanks again for your help everyone. I am beginning to think this system will stay how it is. I have no desire to lose all my stuff and have to reinstall it.

@Geeve420... I haven't seen anywhere in this where the 10240 is assumed to be in good condition. Might want to run this to ensure integrity. (at Admin Cmd)
Dism.exe /online /Cleanup-Image /StartComponentCleanup&sfc/scannow&Dism /Online /Cleanup-Image /RestoreHealth&sfc/scannow&pause
Any errors found by SFC can be extracted to a more readable file with
findstr /c:"[SR]" %windir%\logs\cbs\cbs.log >"%userprofile%\desktop\sfcdetails.txt"
Verify the existing OS (10240) before trying to upgrade it.
If something is broken and cannot be fixed, suggest running a repair install on 10240 to clean it up before upgrade attempts.
