Your computer did not start up correctly. Windows 10

Hi all, hoping someone can help me. I lost power throughout the night and my desktop keeps coming up with "your pc did not start correctly". Restarting it won't work either. When I troubleshot and do a "reset this pc" it keeps coming up with "there was a problem resetting your pc" no changes were made". Nothing is working for me. Any help guys?

I take it that you can NOT log in and use your computer.
I need to make sure of that fact.
    Please confirm before I continue.

Hi thanks for the reply. No I can not log in. When I start the computer it goes into automatic repair. After it comes up windows did not start correctly and give me options "restart or advanced options".

    Thank you.
The only suggestion I can think of is to reinstall Windows 10.
You will need access to another working computer, download the Media Creation Tool (MCT) or Tech Bench iso file > burn it to a bootable media such as DVD or USB.
Then take the bootable media to this non-working computer > set your computer boot order to DVD or USB depending which bootable media you will be using > insert the bootable media > restart computer.
    That will begin installation.
Follow the prompts from then on.

    Media Creation Tool (MCT)
