W10 - cannot install.

I have a windows 7 home premium PC that performs faultlessly.
Just after the W10 upgrade became available - I did install 10, just to have a look at the various features etc. At that stage I decided to return to the Win7 system - which I did with no problem.

I now wish to install W10 as my new permanent OS, but have problems as follows.
Using the 'usual' method, I end up with a 8007000D error failed installation.
Using the media creation tool, I again get a failed installation with the following error 0x80070002-0xA0019 . Failure of method 2 you will realise does not allow the production of an ISO disk.

Where do I go from here?
Your thoughts would be much appreciated.

avoiding a clean install for the moment, but did look at NavyLCDR's suggestion. I found that the entry in the register was present and correct with the right value.
So have reached point zero for the moment

Things to do before you upgrade to Windows 10

Before the next attempt, try doing the following (in no particular order after the backup is complete):

Create an image backup of your existing operating system to an external USB hard drive using a program like Macrium Reflect Free. If you don't have an external drive, get one as they are relatively cheap. A 1TB drive runs $50 to $60. Create the Rescue Disc that allows you to restore a backup if the computer will not boot normally, before you create the image backup so if anything goes wrong, you can recover in 20 to 30 minutes. Don't rely on the Rollback capability in Windows 10 as it doesn't always work.

Check for updated drivers for your hardware at the manufacturers web site.
Disconnect everything except mouse, keyboard and display, EVERYTHING!
If you have more than one drive, disconnect all except the drive you will be upgrading.
Uninstall your anti-virus if it's other than the built-in Defender.
Uninstall your firewall if it's other than the built-in Firewall.
Uninstall any Start button programs like Classic Shell, Start8, also Window Blinds, etc.
Uninstall any theme modifications.
If you moved any of your user folders to another drive or partition, move them back.

If you upgraded from Windows 8 or 8.1 and used EaseUS Partition Manager to change the partition structure, see EightForums for instructions on how to get your recovery partitions sorted, because the upgrade won't work otherwise.

Run chkdsk /r and let it start and complete on reboot.
Run sfc /scannow and see if it finds and repairs any system files.

Now try the upgrade to Windows 10.

Note: The above is a compilation of things people have done to get the Windows 10 upgrade to work for them. Seems like a lot of work but worth it if it allows you to do the upgrade.

Sorry for the delay in coming back on this - been away.
I have a question - I did mention that I did successfuly update to w10 some time ago, and then decided to return to w7. Both operations went without a hitch.
However now, what ever I do I cannot install w10.
I get errors 8007000D + 80070103. If I try the media route I get I get the 'something happened' message.
Looking at microsoft events, the 80070103 error apparently relates to Intel processor ( I use a intel i3 - 2120 @3.3Ghz.

Is it possible that the first (successful) installation has left something in the data records that now prevents a re-installation?

I used the microsoft media creation tool - this ran but did not complete, and gave message 'Something Happened'.
I am afraid that my rather limited knowledge of IT, makes it difficult for me to venture into areas I do not really understand. Workarounds I will try if I have a reasonable measure of understanding - but in essence I am trying to find out WHY I am unable to upgrade in the normal way.
