This post was incredibly helpful. After several fails -- uninstall avast, removing peripherals, USB boot, the advice above worked. I am running a modified Acer TC 780A w/ a Samsung SSD primary. The following worked:
    1. Updated the Intel Dual Band Wireless-AC 3168 and Intenl Wireless Bluetooth drivers through the Intel Driver and Support Assistant Installer
    2. Uninstalled Avast
    3. Unplugged HDMI for dual monitor - leaving VGA; speakers/speaker USB power; had already unplugged external harddrive, and headset
    4. Used msconfig to clean boot Windows 10
    5. Disconnected Ethernet cable
    6. Ran setup from the USB drive I had created using Windows Media Creation Tool
    7. Declined option to update prior to Windows 10 Creator install

    It installed in ~20-30 minutes.

    Many thanks to all!

Up and running with all peripherals reconnected, and normal boot!
How do you do step 4??

I know this is kind of an old thread, but it was still one of the first results I got when I Googled that 0xC1900101 - 0x30018 error, so I just wanted to add to it in case anyone else stumbles across it.

In my case, I had a Panasonic ToughBook that was failing to upgrade from Windows 7 Pro to Windows 10 Pro. I tried a dozen different fixes (including a BIOS update, uninstalling a handful of drivers, malware scans, health checks on all the hardware, etc) before this thread led me to look at uninstalling any unnecessary programs.

In my case, after I uninstalled both CyberLink PowerDVD and Windows Essentials 2012, the Windows 10 upgrade ran successfully. I have the laptop chugging through a few updates at the moment, but it's happily running Windows 10 now. I'm not sure which of those two programs was causing my issue, but apparently, it was one of them.
