would this make a good win11 pc
    I have no opinion.
When I installed Windows 10 on a 2005 computer, I also helped some others with the same model [and the same hardware components].
My computer's Windows 10 performance was satisfactory. Some of the others reported very slow Windows 10 performance. Some others reported that Windows 10 was altogether unusable.
We never identified any difference between my computer & theirs, between my drivers & theirs or between the upgrade procedures we had all used.
So I no longer ever have an opinion about the likely performance of any computer in any OS.

Yes. They all do. They all get monthly Cumulative updates that include all the security updates. They also get updates for minor things such as .Net framework.
I still think there was some special circumstance affecting your previous experience.

I also updated a very old non-compliant computer to Windows 11.
    It gets automatic updates.
Others have posted that their old, non-compliant ones also get automatic updates.
Look around this thread and you'll see reports about them.
Upgrading with the Windows 11 RTM ISO on a well-below spec computer [my post #266] - ElevenForum
What none of us got were automatic updates to the next Windows 11 Version [22H2].
Perhaps there is something blocking WU on that old computer of yours i.e. you are witnessing fault symptoms or the action of a WU-suppressing utility rather than non-compliance symptoms.

    soon win12
There is only speculation about the possible Windows 12 project. There are no facts.

    All the best,

Well, my wife's HP Elite Desk mini-me box (which is a good bit older than the OP's machine) with an i7-9700k has been running W11 pretty well for a while now, so I don't know why the OP's machine would have any issues with it, other than perhaps it may not have the TPM-2 chip or it's turned off in the bios...

But I did run the WhyNot11 tool before installing it and got a green light on all factors :)

Then there was something wrong with the Win11 you used. Where did you get it from? I get all my install media direct from Microsoft and use some well known workarounds to skip the checks at install time.

I have Windows 11 running well on several unsupported PCs and they all get their updates. This old netbook of mine is so far below spec it's almost a submarine
