Windows 10 - Need some guidance on recovery

One of my spare Windows 10 machines is on life support.

I must have clobbered it somehow when I was tweaking the multiple display settings ( to incorporate a HDMI projector). It actually worked fine all week, but today, when I tired to set it up for the HDMI monitor only, via a new HDMI switch , and it all went all haywire after a reboot or two. I'm am just an an old VGA monitor now, until I can get things back to normal.

The machine reboots, but the start button does not work. And any click on a desktop icon, if it works at all, , takes about 30 seconds before it executes.

I can right click on the Start button to get to the command prompt, so I thought I would first try a system restore (good opportunity to use it), by using "rstrui.exe". It" successfully" recovered to a version 3 weeks ago....which I thought for sure would be fine, but I still have the same issue, so that's quite odd. Boot drive is an SSD drive (less than on year old). When I go to Properties to scan for errors it says everything is fine.

I suppose my only next step is to reinstall from the Windows 10 USB stick I made. Thoughts?

Machine is a Dell Dimension 9200.

    SFC / SCANNOW

    Video Drivers

If possible why not just use option to reset the PC, then you could try a reinstall.

HI thanks for the tip. I has already started the clean install, so I just let it go and am now back in business.

I do have a HDMI switch video issue I am trying to resolve, but I will post that issue separately.
