Moving to larger ssd, VSS cannot access volume root

I currently have a 1 TB sdd in my laptop.and wish to replace it with a 2 TB sdd.
So, I purchased a 2 TB sdd and put it in an external USB container. I then:
    1. Connected new SDD via USB to my laptop
    2. Initialized the new SDD and created a single simple volume.(guid) using windows management tool
    3. I own Macrium Reflect so I used it to 'clone' my current SDD to the new one. It used 'Intelligent Sector copy'.
    4. The cloning went to near the end and then when cloning the 4th partition (data) i got an error message saying cloning failed. Log showed "write failed - 22 - 33"
    and multiple VSS warnings:

    "Source VSS
Volume shadow copy service warning: VSS was denied access to the root of volume \ \?
Denying administrators from accessing volume roots can cause many unexpected failures and will prevent VSS from functioning properly. Check security on the volume and try the operation again."

I'm not sure what to do or how to check the volume security.

Is the different SDD sizes a problem for cloning?

    Any advice appreciated.

    Thank you.

Does the source drive has bitlocker?

Please post a whole window Disk Manager image of ALL your drives. Don't forget to expand the columns so we can read them. How to Post a Screenshot of Disk Management
If you have a MiniTool or AOMEI Partition use it instead or Windows disk manager.

To clone a drive with MR, the target drive should be unallocated (no partitions).
    - Disable any AV.
    - Launch MR and select clone. Select the laptop drive as Source and the external drive as Target. Delete all partitions on the target.
    - Drag and drop the partitions in this order from source to target resizing if necessary.
    EFI - 100M
    MSR - 16M
Recovery - 850M (send it to the end of the drive, leaving an unalloacted space after MSR)
C: (insert it between the MSR and the Recovery resizing to take all the space.

Thank you so much for helping.
I will do as you say when I get home.
What do I do with the files MR already copied to the new drive? Do I reformat the new drive?

No bitlocker on my system that I know of.
'Drag and drop partitions'. So I don't use 'clone'.

    Thank you!

Thank you for the terrific help.
    Here's the screenshot requested.
What should I do with the existing files on the new SDD?

The partitions layout isn't the MS standard.
You can continue from the current.
Witch partition (Windows C: or E: Data) you want to enlarge?

To enlarge F: partition (Windows), under AOMEI you can delete the G: partition and enlarge the F: partition.

Then under Macrium you can drag and drop the D: partition (HP tools) and the H: partition (Holding) (send it to the right). Then drag and drop the E partition and fill all the unallocated space

    Thank you again.
I want to enlarge the E: Data partition. Everything else should be the original size on the new SSD.
What is the G partition? In the original (D) it is not present in 'My computer'.

Did not work. Clone failed again.

    I am chickening out.
I now want to return the new SSD. What should I do to wipe the new SSD so I do not leave data on the SSD when I return it to the store?

As you have a drive letter assigned to all partitions, do a chkdsk /f X: (replace x with the drive letter) on the source drive

Clean the target drive and start over. If you have the Macrium Reflect rescue disk I suggest you use it (Boot from the Macrium Reflect rescue disk and clone the drive.)
