    New Vanilla Win10 Install, Upgrade Fails


    The Dell OS Recovery Tool's 'Generic' media was created (1809 for this model). No software is present beyond Dell Digital Delivery, SupportAssist and Update. No alterations were made.

    The system is an Inspiron 15 3565, upgraded with a new SSD and an 8GB chip.

    Microsoft ISOs extracted and updated with Setup+Do not download updates to 22H2 or Win11 22H2 (via registry patch) each fail. xC1900101 - 0x20017 The installation failed in the SAFE_OS phase with an error during BOOT operation

    How come you're attempting to upgrade from 1809 with no installed software rather than clean install the latest version of Windows?
