Is My OptiPlex 360 Doomed For Good?

Windows 10 Don't Run On My Optiplex 360 Because It Is Laggy On Windows 10 That The Fact I Have To Get Windows 7 Back On It, It Should NOT Be Compatible With Windows 10 Because Of How Laggy It Is When It Runs Windows 10 But Windows 8.1 Is The Last Windows OS For It To Run But Now It's Likely Doomed Since There Is No Supported Windows OS For It To Run, And I Can Tell You That It's NOT A Problem With The Storage Because It's A Problem With The CPU And The Integrated Video Card.

What is the exact 7-character "service tag" number on your Dell OptiPlex 360?
Does it still have all of its original hardware?

It is a very old model which supports only 4 GB of RAM and was designed to run Windows XP or Vista or 7.
That is the primary reason why it runs Windows 10 like a turtle.

Dell considers the Service Tag a private item. Its forbidden to post it on the Dell forums. If someone posts it, a moderator will remove it.

With the old Optiplex the user has, he probably isn't the original owner.

Best suggestion is to upgrade to a 4 digit model number refurbished Optiplex. I see them on Amazon for under $200 and they are pre loaded with Win 10.

That storage is, of course, an SSD-type ... it is, isn.t it ???

Latest OS it can take 8.1 .... that's just Dell covering their proverbials. If it'll take 8.1 and run well, it'll take 10 and ditto.

Are all the drivers installed (check Device Manager) ?

I'm running an old Dell XPS M1530 latop with 2GB RAM ... "Last version Windows Vista". What a load of ...!!! Running 10 so smoothly I'm sufficiently confident to fork out to upgrade the RAM to 4GM. Nice liitle laptop that can be folded up and stacked away in the cupboard (not very portable, it's as heavy as a bag of .....

Your Dell OptiPlex 360 Mini Tower is more than 14 years old and came with an extremely weak processor.
You can expect it to run a modern Windows operating system like a turtle.
