Ok. So this is the second time I get this garbled screen when trying to clean install w10 (it happens with w11 too) on AMD systems (even if they have w10 installed by factory defaults). I guess this issue isn't fixable unless HP releases some BIOS update or something.
That would be a GPU issue. No bios or something update will fix. Is this a laptop or desktop?

Unless you backed up the drivers > Backup and Restore Device Drivers in Windows 10, I would suggest downloading the latestGPUdrivers from the manufacturers website and then install them during the actual installation process.

Updating the BIOS did the trick. Installing 22H2 now. It was 1909 previously.
