    Disregard that 2004 thing... that was for upgrading from Win 10 to Win 11. :/

    There was at least one such glitch- but a later build in this case:
    There's currently an issue with repair install in the latest official 19042.631 build.
    Repair Install Windows 10 with an In-place Upgrade

    You can get what you're seeing if certain tweaks have been applied, or your partition structure is problematic....

    Post a screenshot of your partitions using a 3rd party partition manager.

    And disable/remove any block you have on Windows Update.

    When you attempt your in-place upgrade repair install ensure the internet is completely disconnected.

    What 3rd party security software do you use, if any?

    How are you staying on version 1909. Do you have Windows updates blocked somehown?

    Please post a whole window Disk Manager image of your drives. Don't forget to expand the columns so we can read them. How to Post a Screenshot of Disk Management
    If you have a MiniTool or AOMEI Partition use it instead or Windows disk manager.

    I believe we asked for this using a 3rd party partition manager - because there's 1 partition Disk Management won't show.
    Also please see the question about how you have blocked Windows Update.

    And about security programs.

    NAVYLCDR and dalchina. I do have Windows Updates blocked. For me, the update process became a real nuisance and a pain to deal with all the time as it interferred with file transfers, movie watching, and general overall enjoyment when using my pc.
    I think you might have located the problem with trying to repair my old version of Windows 10.

    I will have to figure out how to unblock updates and try to repair again.

    I do not have any 3rd party security software

    For a lark, I did try to use the In-Place Upgrade facility using an ISO of v 22H2 and all three options were presented to me - including the option to keep everything as is. So, at least I know that is an option for me if I must do that.

    - interesting.. did you create that iso using the MS media creation tool?

    Note: as you have Pro, there are at least 2 useful Group Policies you could use (rather than any hacks or 3rd party tools).
    These are ones I use or have used:

    a. Set updates to 'Notify' - then no W update happens unless you approve it.
    b. Disable Preview updates anyway
    c. Set 'target feature update version' - prevents upgrading beyond the specified build

    Tutorials available.

    Granted, MS messed upgrades and updates after the end of build 1903 - I basically skipped a number of those.

    I then upgraded a PC from 1903 to I think it was 20H2, the other to 21H1.

    dalchina... I did not have a 3rd party tool, so I downloaded MiniTool and have attached the image you requested. The image does not show the 4th drive (Drive E). It is a scratch drive only (Samsung NVME 970 SSD)

    When I attempted the In-place Upgrade earlier I used an ISO from WZT that I had downloaded at an earlier date (Windows 10 Version 22H2 (Build 19045.2006). If I was going to upgrade to v22h2 I would obtain the most recent build from Microsoft.

    I used Winaero Tweaker to stop the Windows Update process earlier. I went back and turned it off and the Windows Update activitiy started again - beginning to send me a feature upgrade to v 21h2 - which I really don't want to do if I can avoid it. I am almost certain that upgrading to more current versions will cause network problems for me.

    Thank you for the information about other methods of preventing Windows update/upgrade. I will look at them for the future if I must upgrade my systems .

    Can you please tel the story of drive 2?
    - Did it originated from a clean install or was a cloned or from another computer? It has a OEM partition but no Recovery partition.
    - Specifically what update blocker did you use?
