You can and it will normally work but two potential issues:
1) You may run into driver issues. It is a bit tricky getting round this if you run into such issues.
2) You will become deactivated as new mbo counts as new pc.
If you have a retail licence for W10, you can use on new pc.
If you do not, you need to use activation trouble shooter to transfer digital licence to activate new mobo.
Never tried it myself.

How Can You Do Windows Backup Restore to Different Computer?
I rather doubt most shop know any better (than we do) about how to transfer licence or transfer OS without reinstalling. They are usually only any good at hardware, not software related issues.
It could end up costing you a lot of money, but with some patience we could guide you through the process.
Make sure they give you a clear up front cost before you spend any money.
I like your bravey and i love to get my hand durty and to learn something along the way, i think i willl gain the confedance
to build the hardware with the forum comunity help and software i will do the backup of files /folders with MR just incase i have to reinstall windows. i am to order this parts next week what do you think? the graphic card i am planing to use my old ine

You can activate the new computer by transferring an OEM license too. OEM v. Retail no longer matters to Microsoft.

If you use MS account, even temporarily, you can link/unlink your licence to the "new" computer.
Even if it is OEM (thanks to EU laws), but in the worst case scenario, you can buy a new licence for $2.
