There are at least two different issues here.
1. Your current Win 7 installation could be damaged or improperly configured.
2. You might have a hardware issue- in which case whatever you install might not work.
It's impossible to say at this point- to determine which of the above is true you need to boot from an external disk independently of your installed O/S - i.e. not using the internal disk.
You could...
- boot your PC from a Win 10 install disk and see if that's stable- but this would not use your graphics card.
- boot from a live boot disk- which you would have to create and then use.
- install Win 10 directly (I provided the tutorial in a post above).
That does NOT require the use of your existing system disk- which you can replace with a blank new disk.
That would give you a fresh new Windows install without any dependence on or inheritance from your preceding O/S.
You would then have to install all required programs, of course.
